Seeking Victim Information in Merrill Ledford Investigation

The FBI is seeking to identify potential victims who may have been defrauded through any of the following five investment companies: Global Credit Recovery (GCR), Delmarva Capital, or Rhino Capital in Maryland; or DeVille Asset Management or Riverwalk Financial Corporation in Texas. It is alleged that Kevin Merrill and Jay Ledford, who have both been arrested, persuaded individuals and corporate entities to invest more than $364 million in purported consumer debt portfolios. Analysis has revealed financial activity consistent with a Ponzi scheme in which both Merrill and Ledford allegedly diverted substantial amounts of investor funds for personal use and to pay back earlier investors. To date, more than 400 victims (both individual and corporate entities) and investments of approximately $364 million have been identified.
