Seeking Victim Information in FSD Questionnaire

In August 2022, Robert Higgins, owner of both First State Depository Company LLC (FSD) and Argent Asset Group LLC (Argent) was criminally charged with tax evasion, wire fraud, and mail fraud. The FBI’s Baltimore Division, Wilmington Resident Agency, is seeking to identify additional potential victims of FSD and Argent.

A report filed by the First State Depository Receiver Kelly Crawford identified you as owning an FSD customer account with missing metals. If you were victimized by FSD, Argent, or Robert Higgins, or have information relevant to this investigation, please fill out this short form.

If you know of someone else who has possibly been victimized, please encourage them to complete the form.

The FBI is legally mandated to identify victims of federal crimes it investigates. Victims may be eligible for certain services, restitution, and rights under federal and/or state law. Your responses are voluntary but may be useful in the federal investigation and to identify you as a potential victim. Based on the responses provided, you may be contacted by the FBI and asked to provide additional information. All identities of victims will be kept confidential.
