Seeking Victim Information in Civil Rights Investigation

The FBI’s Houston Division is seeking to identify potential victims of Joey Lamar Ellis. Ellis is a former City of Houston Park Ranger, who may have potentially targeted members of the LGBTQIA+ community as well as others at Cullen, Memorial, and other Houston area parks.

Ellis’ victims were led to believe that he was acting in a law enforcement capacity when he allegedly forced them to pay money, and/or sexually assaulted them in exchange for their ability to leave the park. According to Ellis’ employment records, he began working as a park ranger in 2019, and could potentially have victims spanning from 2019 to the present. Ellis was recently charged with felony Official Oppression by the Harris County District Attorney’s Office.
