Seeking Victim Information in Qidian, LLC, Records Investigation

The FBI’s Washington Field Office is investigating Bin Hao, and Qidian, LLC. Records provided by banks and others identified you or your company as a potential victim of investment fraud. To assist with this investigation, we ask that you please take the time to complete the following questionnaire.

Please do not disclose the receipt of the Victim Notification Letter or questionnaire to Bin Hao and/or any of his associates.

Participation is voluntary; however, your responses may be helpful to the ongoing investigation and help determine if you were the victim of a crime. Based on the responses, the FBI may contact you to request additional information. Thank you for your patience as we review submissions. Due to the number of victims in this case there may be a delay in any follow-up communication.

  • 1. This investment spreadsheet, filled out to include all investments associated with Bin Hao and/or his company, Qidian, LLC;
  • 2. Executed legal documents for each investment;
  • 3. Documentation of the source of investment funds, to include copies of checks, wire transfer receipts, bank statements, and/or direct deposit slips for each investment (please specify if this money came from a bank account, a 401K, or other source);
  • 4. Any recorded substantive communications (written or verbal) with Bin Hao and/or associates.
